The short answer

No UK food-safety body tells people to stop using non-stick pans, and no published evidence supports calling them “completely safe” either. Two things are actually documented: overheating an empty PTFE pan can release fumes that cause a temporary flu-like illness in people and can kill pet birds, and a damaged coating sheds particles. Cook on low to medium heat, never preheat an empty non-stick pan, and replace it once it is scratched or flaking.

And the point most people get wrong: “PFOA-free” is not the same as “PFAS-free”. PTFE is itself a PFAS. If avoiding PFAS is your goal, you need a pan that does not use PTFE at all.

“Are non-stick pans safe?” is one of the most-searched kitchen questions in the UK, and it is one where a lot of what gets published is either a scare story or a sales pitch. We sell cookware, so we will be upfront about that: this page ends with pans we stock. What it does not do is claim a health benefit for them that we cannot evidence.

What follows is the terminology sorted out, what regulators and researchers have actually published, the two risks that are genuinely documented, and the places where the honest answer is “this has not been established”. Every source is named and linked at the bottom of the page.

PTFE, PFOA, PFAS, ceramic, hybrid: what each word actually means

Most of the confusion online comes from these five words being used as if they were interchangeable. They are not, and the differences change what you should do.

Polytetrafluoroethylene, a fluoropolymer. “Teflon” is a brand name for it, not a separate material. The classic slippery coating on most budget and mid-range non-stick pans. Not every non-stick pan is Teflon-branded, but most are PTFE-based.
PFOA Perfluorooctanoic acid — a separate processing chemical historically used to make PTFE. It was never the coating itself. Listed in Annex A of the Stockholm Convention in 2019 and added to the EU persistent organic pollutants list in 2020. The eight firms in the US EPA stewardship programme reported eliminating it from products by 2015.
PFAS The umbrella group PFOA belonged to. Under the OECD definition adopted in 2021 and used by the European Chemicals Agency, PFAS are fluorinated substances containing at least one fully fluorinated carbon. PTFE meets that definition. So “PFOA-free” and “PFAS-free” are different claims, and only the second one rules out PTFE.
Ceramic
(sol-gel)
A silica-based mineral coating cured onto the pan. Chemically nothing to do with fluoropolymers. Contains no PTFE by definition. Whether a specific ceramic pan is PFAS-free is the manufacturer's declaration rather than a certified standard, so check that the maker states it plainly.
Hybrid A textured stainless-steel cooking surface with a release layer sitting down in the recesses, so raised steel and release surface share the work. Behaves partly like stainless steel and partly like non-stick. The raised steel takes the abrasion from utensils, which is why hybrids are usually rated metal-utensil safe.

What the evidence actually says — and what it does not

We looked for a UK Food Standards Agency or NHS consumer statement telling people whether to use or avoid non-stick frying pans. We did not find one, and this guide does not claim one exists. What does exist is regulation of the individual chemicals, and assessment of how much PFAS people take in from food:

  • PFOA is restricted, not merely phased out. It was listed in Annex A of the Stockholm Convention in 2019 and brought into the EU persistent organic pollutants regime by Delegated Regulation (EU) 2020/784. Separately, the eight manufacturers in the US EPA's 2010/2015 PFOA Stewardship Programme reported meeting the goal of eliminating PFOA from their products, with final reports submitted in early 2016.
  • The dietary PFAS assessment points at food, not pans. In 2020 EFSA set a group tolerable weekly intake of 4.4 nanograms per kilogram of body weight for four PFAS (PFOA, PFNA, PFOS and PFHxS), based on effects on the immune system. The food groups EFSA identified as contributing most to that intake were fish, fruit and eggs. Cookware is not identified as the dominant route. The UK Committee on Toxicity has reviewed the same opinion.
  • The group-level scrutiny of PFAS is real and ongoing. ECHA's work uses the OECD 2021 definition, under which PTFE counts as a PFAS, and a broad EU restriction proposal covering the group has been under assessment. That is a live regulatory question, not a settled one.

Where we are deliberately not giving you an answer. We are not going to write that non-stick pans are “completely safe”, “non-toxic” or “no health risk”, because no regulator has published a finding that supports that wording for cookware. We are also not going to write that they are dangerous, because no regulator has published that either. Some specific questions — most obviously what, if anything, swallowing small amounts of PTFE particles does over a lifetime — have not been settled, and anyone telling you otherwise in either direction is going beyond the evidence.

The two risks that are actually documented

1. Overheating an empty pan. Clinical reviews describe PTFE as stable to roughly 250°C, with fumes reported from about 260°C (500°F) and human symptoms generally beginning once the material reaches around 350°C (662°F). Inhaling those decomposition products causes polymer fume fever: a self-limiting flu-like illness that typically appears several hours after exposure and is often mistaken for a virus. Accidentally overheating non-stick cookware is one of the commonly reported triggers.

Pet birds are the serious case. A 1975 case report describes five cockatiels dying within thirty minutes of exposure to fumes from an accidentally overheated PTFE-coated frying pan; the owner developed polymer fume fever and recovered within twenty-four hours. Birds are unusually sensitive to inhaled toxicants because of how efficiently their respiratory systems work. If you keep birds, keep them out of the kitchen and use the extractor.

The context that matters: you reach 250–350°C by leaving a pan empty on a high ring, not by cooking in it, because food and oil hold the surface a long way below that. But an unattended empty pan really can get there in a few minutes, so this is a genuine risk rather than a theoretical one.

2. A worn, scratched or flaking coating. A 2022 study in Science of the Total Environment used Raman imaging to measure what comes off damaged non-stick surfaces. It reported that a scratch could release in the region of 9,100 PTFE particles during a thirty-second simulated cooking action, and that an area of broken coating could release on the order of 2.3 million particles.

That research measured release, not harm. The health significance of ingesting PTFE particles at those levels has not been established, and we are not going to tell you it is dangerous or that it is harmless. Fortunately the practical advice does not depend on settling it: a scratched or flaking pan has stopped doing the job you bought it for, metal utensils and abrasive scourers make it worse, and the sensible point to replace it is the point where you can see damage.

One thing that is not in dispute: non-stick surfaces are chemically non-reactive with food. Unlike bare cast iron or uncoated aluminium, a PTFE or ceramic surface will not react with acidic ingredients such as tomato, wine or lemon, so it will not give a dish a metallic edge. That is a cooking-performance point rather than a health one, but it is a real advantage and it comes up a lot.

Are modern and new non-stick pans safer than old ones?

On PFOA specifically, yes — and that is a real difference rather than marketing. A pan bought new in the UK today was made under a regime in which PFOA is a restricted persistent organic pollutant. A pan bought in the early 2000s was not. If you still have a very old non-stick pan in the cupboard, that is the one worth retiring first, and you can do it on the age of the pan alone without needing to know anything about its coating.

On PFAS as a group, no. A new PTFE pan is still a PTFE pan, and PTFE falls inside the PFAS definition. The label on the box being truthful about PFOA does not tell you anything about PFAS. This is the single most common misreading of cookware packaging.

And on “PFAS-free” pans: a pan sold as PFAS-free takes the fluorochemistry question off the table by definition, which is a legitimate reason to choose one if that is what is bothering you. It does not automatically follow that it is safer to cook with in every other respect, and in the UK “PFAS-free” on cookware is a manufacturer's declaration rather than an independently certified mark. Look for the claim stated plainly on the product page rather than inferred from a marketing phrase.

How to use any non-stick pan safely

Whether you keep your PTFE pans or replace them, these five habits address everything that is actually documented above, and they make any pan last longer:

  • Cook on low to medium heat. Non-stick does not need high heat to release food, and moderate heat keeps you nowhere near the temperatures at which PTFE decomposes.
  • Never preheat an empty pan on high. Put oil or food in first. This one habit removes the overheating scenario entirely.
  • Match the utensil to the surface. Wood or silicone on a soft PTFE coating. A textured hybrid or a pan the maker rates metal-utensil safe can take metal.
  • Ventilate, and keep pet birds out of the kitchen. Use the extractor or open a window when you are searing hard. If you keep birds, this is not optional.
  • Replace a damaged pan. Once the surface is scratched, dull or flaking, it has stopped working. Replace it rather than nursing it along.

So a pan can be genuinely PFOA-free and still be a PTFE coating and therefore contain PFAS. If avoiding PFAS is your goal, PFOA-free on the box does not achieve it.

Are all non-stick pans Teflon?

No. Teflon is a brand name for PTFE, and most budget and mid-range non-stick pans do use a PTFE-based coating, but they are not all Teflon-branded. Ceramic pans use a silica-based sol-gel coating instead, and hybrid pans use a textured stainless-steel surface with a release layer sitting in the recesses. If a pan does not say PTFE or Teflon anywhere, check what the maker actually states about the surface rather than assuming either way.
